The order I'd recommend would be:. I've erred on the side of keeping seasons together as it tends to make more sense than trying to recall what happened earlier in the season if you had to put one show down and pick it back up. The exception is Season 1 of Torchwood, because it leads directly on to the following Doctor Who episodes whereas Blink is more of a standalone.
A lot of the seasons can really be watched in parallel despite the list above. Jack initially appears in the last five episodes of Doctor Who Season 1. Torchwood Season 1 can then be watched in parallel with Doctor Who Seasons 2 and most of 3. The last episode of Torchwood Season 1 aligns directly with the start of Utopia 3rd last episode in Doctor Who Season 3. After that they are almost completely independent, barring a short cross-over post-Torchwood Season 3 in the last episode of the specials, The End of Time Pt 2.
This is what I've found to be very helpful, for myself is adding The Sarah Jane Adventures into the chronological order, this is it. One epsd of Torch, 1 epsd of The Doctor. Since these series were broadcast on BBC in and respectively, I think that may be the best way to avoid spoilers while experiencing the crossover episodes as they were chronologically meant to happen.

For the most part, Doctor Who doesn't reference either show, so you'll be fine without watching them. There is some crossover with characters in Journeys End , but you don't really know anything that isn't said in the episode.
That's great! I'm too invested in the tenth doctor's journey to start watching another series that's focused on a main character which isn't him xd. You don't NEED to watch them, but they do provide context for certain minor details that you'd otherwise ignore. However, I would highly recommend at least giving them a go rather than instantly dismiss them based on a vague and unflattering premise.

Watching it, I got confused a couple of times when Jack mentioned the doctor, and I was completely baffled as to Jack's immortality, and thought it was a Torchwood mystery to be explained. After season one of torchwood, I realized finally - lol that it was a DW spin-off, so I began season one of DW to catch up with Torchwood I finished all of DW before going back and finishing season two of Torchwood.
However, I do think that watching all of season one of Doctor Who helps introduce you to the world of Torchwood, and Jack. It explains several things the show touches on, and you'll know more about Jack than Gwen, Owen, Tosh, even Ianto does at first. I kind of wish I'd watched it in order, in retrospect. But since I did watch all DW seasons, and all Torchwood seasons eventually, I completely understand the new series now.
