Wherever the Roman legions marched, they brought not only Roman rule, but law, order, economic unity, trade, and massive public works. Rome was also unique in the liberal granting of Roman citizenship to conquered peoples across the empire, but it also brought oppression and slavery. The Goths would depose the last emperor in C. The disorder of the Holy Roman Empire led to the formation of independent towns and principalities in northern Italy. Only citizens participated in the government of the city-state, and citizenship was limited to those born of citizen parents. Participation by citizens in government was often limited by class distinctions. The government usually consisted of an assembly and council; the former predominated in democracies, the latter in oligarchies. Although the various city-states combined into religious or military federations, most did not endure for long in Greece, leaving it open to foreign attack by large centralized states to which it eventually submitted.
The ancient empires of Rome, Carthage, Athens, and Sparta are considered early examples of city-states. Once numerous, today there are few true city-states. They are small in size and dependent on trade and tourism. The only three agreed upon city-states today are Monaco, Singapore, and Vatican City.
